The internet has opened up the opportunity for anyone with a basic, requisite set of technical expertise to learn and develop technical competency in mounting generally unsophisticated attacks, all the way through to developing low-level exploits targeting critical network infrastructure. What becomes apparent is that where it may have taken years to develop a new kinetic weapons system for conventional warfare, the same constraints do not apply to the development of offensive malicious toolsets.
